La Paz, 29 de mayo (RCM).- El pasado sábado en el Palacio de Gobierno de Sucre, se realizó una reunión de gobernadores de 8 de los 9 departamentos del país, donde se evaluó la situación económica de los gobiernos departamentales y se definieron 10 puntos para enfrentar las problemáticas planteadas.
En el primer punto, los gobernadores piden excluir “gastos forzados” que fueron “impuestos” a los gobiernos departamentales, pese a que están fuera de sus competencias.
Otra de las conclusiones de las autoridades departamentales es solicitar el diferimiento y reprogramación de deudas y la “gestión directa” de recursos de donación provenientes de la cooperación internacional.
También solicitan la devolución de “12% de l0s recursos retenidos para exploración de hidrocarburos y de los fondos no pagados del Impuesto Especial a loa Hidrocarburos y sus Derivados (IEHD)”.
10 puntos aprobados de la agenda aprobada por los gobernadores:
- Excluir los gastos forzados correspondientes al nivel central del Estado que fueron impuestos a los Gobiernos Departamentales fuera del catálogo competencial.
- Incorporar a las gobernaciones en la distribución estratégica de recursos de coparticipación tributaria.
- Adecuar y actualizar la normativa vigente, para mejorar la gestión administrativa y financiera en las entidades territoriales autónomas departamentales (Ley Safco, Ley del Oro, Ley de Hidrocarburos y otras).
- Aplicar a plenitud la economía plural establecida en la Constitución, referente a las alianzas público – privadas, contratación con financiamiento del proponente y concesiones.
- Ampliar el alcance, la vigencia, el diferimiento y la reprogramación de las deudas: Fideicomiso de Apoyo a la Reactivación de la Inversión Pública (Farip) y otras.
- Devolución de los recursos invertidos por las gobernaciones, en obras, obligaciones y competencias correspondientes al nivel central del Estado.
- Gestión directa de las gobernaciones de recursos de donación, provenientes de la cooperación internacional.
- Crear fondos concursables a fondo perdido para inversión productiva.
- Modificar y ajustar el alcance de la distribución competencial que permita una planificación territorial eficiente (salud, educación, transporte y otros).
- Devolución del 12% de los recursos retenidos para exploración de hidrocarburos y de los fondos no pagados del IEHD.
