La Paz, 19 de octubre (RCM).- El miércoles 16 de octubre, el Gobierno boliviano aprobó el Decreto Supremo 5250 que determina “arancel cero” para la importación de arroz por tres meses, ante la baja producción en la producción de este año por factores climáticos y para combatir la especulación del alimento y el contrabando a la inversa.
“El Consejo de Gabinete aprobó el Decreto Supremo que difiere al 0 por ciento el gravamen arancelario para la importación de arroz; asimismo, determina incrementar el Fondo Rotatorio de Bs 397 millones para la seguridad alimentaria”, indicó Néstor Huanca Chura, ministro de Desarrollo Productivo y Economía Plural.
El D.S. 5250 dispone arancel cero durante los meses de noviembre, diciembre y enero de 2025, con esta norma el Gobierno busca garantizar la provisión de arroz para la comercialización en los mercados de Bolivia en el mes de diciembre, enero y febrero de 2025, y esperan que a partir del mes de marzo se normalice el abastecimiento de este producto con la cosecha de la campaña de verano.
“Hemos tenido suficiente producción de arroz en las anteriores campañas, la misma que ha permitido contar con stock necesario en EMAPA, para abastecer a las familias bolivianas a peso y precio justo. Sin embargo, con el objeto de combatir la especulación y el contrabando a la inversa, estamos tomando la previsión de importar 60 mil toneladas, disponiendo de Bs 397 millones, del fondo rotario; creado el año 2010, esta medida garantizará el abastecimiento de arroz los meses de diciembre, enero y febrero de tal manera que, desde el mes de marzo de 2025, con la cosecha de la campaña de verano, se normalice el abastecimiento del producto” explicó Huanca.
Huanca detalló que en la gestión 2023 se ha producido 699.142 toneladas de arroz en chala y una oferta de arroz beneficiado de 536.078 toneladas, de los cuales la demanda por el consumo interno en el país fue de 415.033 toneladas, y la Empresa de Apoyo a la Producción de Alimentos (EMAPA) acopió el 19% que se traduce en 76.930 toneladas, garantizando así la provisión para el presente año. El 2024 registra una producción total de 433.050 toneladas de arroz en chala en las campañas de verano e invierno y se estima una demanda de arroz beneficiado de 433.000 toneladas.
